Biwater was awarded the five-year contract in September 2001 by the Municipal Water Company of Guatemala City, EMPAGUA, to provide Non-Revenue Water (NRW) consultancy services. NRW is a crucial element for water suppliers in meeting demand, particularly where water resources are limited.
Leakage from water distribution systems is not only a wasteful; it's expensive - for the supplier, customer and the environment.
By identifying areas of inefficiency, locating illegal connections and providing training to staff for fast, effective leak detection and repair, Biwater's NRW consultancy services will help EMPAGUA provide more people with better access to water.
The Guatemala City project involves:
- An initial 6 month investigation & appraisal of the current status of the company with respect to NRW to direct the subsequent works to achieve maximum effect;
- A census of all clients/connections within the company's supply area (approximately 180,000) to update the billing database, enable demand identification by client type, & identify the number of consumer meters requiring replacement;
- Amicro (consumer) meter replacement program, including sample testing to determine the causes of meters to stop functioning correctly, & the identification of the optimum type of consumer meter to be utilized within the EMPAGUA system;
- Optimization of the existing billing, accounting, and IT systems within EMPAGUA to produce Key Performance Indicators for the senior management. This will introduce accrual accounting into the municipal system to enable a true picture of the commercial status of the company to be realized for the first time, & hence enable management to make informed decisions based on the actual status of the company for the future;
- Atariff study to design a commercially viable tariff for EMPAGUA. The existing tariff barely covers operational costs; there is no reinvestment in the existing assets, & no provision for future capital works;
- The design of discrete hydraulic zones for both commercial & technical control purposes;
- The implementation of three pilot zones to enable the accurate calculation of the level of leakage within the EMPAGUA system, as well as to allow training of EMPAGUA personnel in the use of leak detection equipment.
